Serpis is a colony that is primarily controlled by the Colony of Serpies, an Imperial colony controlled by the Vilectines, though the Rabacci have a strong influence within the colony. Because Serpis was primarily controlled by monster kingdoms when the Imperials arrived, the future-governor decided it would be simpler to unite the monsters and crush the fair skinned races. While Imperial policy typically dictates the opposite, there has always been a good deal of flexibility in the Sky. Thus, Serpis has an unusual density of “black blood” races, and the culture is one of openness and acceptance to people of any shape or color. There is a dark side to this, however, in that commerce of all sorts is practiced as well. The authorities turn a blind eye to the Rabacci slave trade, and many terrible magics are traded in well-known, permanent black markets. Assassins, thieves, and mercenaries fill the island.
Serpis is also home to the battered kingdoms of Valmor and Corelle, which are primarily Human and Elvish respectively. The Colony of Serpis hasn’t yet bothered to invade them (they aren’t very profitable territories), and they have become xenophobic since the island was invaded. They are minor members of the anti-Imperialist alliance headed by Typhon, but they can provide little more than a foothold for attacking forces.
Serpis maintains an elliptical orbit through tropical Rabacci and Chundao and occasionally drifts into temperate areas. Because of this, there’s often no need for harvest at all. Food is plentiful four years out of five, and if properly stored, the surplus provides more than enough to feed the population through the temperate year, making any sort of harvest unnecessary (though some Imperial farms maintain a harvest that syncs up with the temperate years anyway, because they come from the Surface and are used to the lifestyle).
